Terms of Reference
- Develop work plan in accordance with organization’s General Plan to achieve organizational goal
- Manage and monitor performance of in line staff and improve their capacity
- Make decisions to obtain objectives and implement programs of the organization and provide professional consultation to the organization
- Ensure a comprehensive plan for municipalities staff performance to be monitored and evaluated in different levels of municipality
- Provide consultation in design and implementation of a Comprehensive Information Coordination and Collaboration System for the municipality
- Monitor better delivery of admin and procurement services for municipalities to relevant departments
- Ensure design and implementation of mechanisms and admin and municipalities properties procedures to improve municipalities admin system and determine properties of municipalities
- Ensure property registration in cities in coordination with Land Authority and distribute Clearance to residents from municipality
- Ensure and monitor municipalities properties documents are processed and relevant data is updated
- Ensure municipalities develop
- Ensure Complete Financial System is developed and in place including revenue, budget and accounting for financial performance appraisal of municipalities
- Provide consultation in design and implementation of a coordination system and complete arrangement including data on revenue and finance analyzing results in all levels of activities of municipality
- Monitor better delivery of financial and accounting services to relevant departments
- Ensure financial approval documents are processed according to annual financial and accounting procedures and laws of municipalities
- Ensure past and current municipalities annual financial documents are processed and cleared
- Monitor and evaluate Expenditure Reports of relevant units and provide quarterly reports to Ministry of Finance
- Assess normal and development budgets of municipalities and monitor spending and lack of spending
- Ensure design and implementation of simple procedures for municipalities revenue collection and establish and implement a transparent and accountable system for revenue and procurement of municipalities
- Develop work plans and provide reports about accomplishments in a monthly, quarterly and annual basis to relevant supervisor
