The Islamic Republic of Afghanistan, Cities Investment Program (CIP), Deputy Ministry of Municipalities (DMM), Independent Directorate of Local Governance (IDLG), has received a Grant from the World Bank toward the cost of the Grant No. D414-AF; ARTF Grant Number TF0A9089-AF and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
· Supervision of all the construction Projects in five provincial capitals
· Safeguards Compliance Supervision
· Reporting all the requirements to CIP- PMU
Objectives of the Assignment
The CIP- PIU is looking to hire a Supervision Consultant to be based in field to supervise EZ-KAR3 civil construction projects in the four participating PCCs: (1) Jalalabad (2) Khost (3) Herat and (4) Kandahar. EZ-KAR3 project types include road and traffic management (such as the construction of, and improvements to, infrastructure designed to facilitate market accessibility), streetscape improvements (such as sidewalks), and buildings and public spaces (such as the rehabilitation of public parks). Total expected sub-projects are expected to be between 25 and 30.
The list of tentative projects is in the attached annex.
The objective of the assignment is to:
i. Supervise the works to ensure that the executed works comply with the approved design, internationally acceptable technical specifications, environmental and social safeguards, and sound engineering practice;
ii. Prepare final construction reports and compiles a full set of as-built drawings of all completed works, as well as full set of documents for entry into records;
Wherever appropriate and not in conflict with the construction contract, the Consultant shall exercise every reasonable care to protect the interests of the Client.
In order to fulfill the above, the Consultant shall at all times take necessary measures and provide appropriate advice to the Client to enable the contract to be completed in a timely and cost-effective manner, in conformity with the contract conditions and specifications. The Consultant and the contractor shall arrange for the Client and the WB the opportunity to inspect the works and related documentation.
The Cities Investment Program (CIP), Deputy Ministry of Municipalities (DMM) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
§ The consultant should have been in business at least for the last (5) years
§ The consultant shall demonstrate having sound financial situation and capacity by submitting a financial audit report with an annual turnover of at least US$ 117,000.00 for any of the last 3 years (2018, 2019 & 2020);
§ The consultant shall also provide proven experiences of having executed at least one contract of similar nature, with the value of a minimum of US$ 9,3600.00
§ Organizational Structure and Manpower with qualifications, technical and professional competence necessary for successful implementation of the assignment
Guidance Note for JV and Sub-Consultants:
The requirements for Consultants who intends to associate with other firms (s) in the form of a Joint Venture (JV) or Consortium or a sub-consultancy to enhance their qualifications are indicated as under:
i. The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI.
ii. In case of JV, both the lead and partners shall meet all the requirements indicated above.
iii. In case of Consultant who intends to associate with other firms (s) in the form of a sub-consultancy, the lead partner shall provide a valid reason for proposing a sub-consultant.
Note: The consultant should explain the exact role played by the Consultant in the assignment if the assignment was carried out in association with other firms as JV.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Based
Selection (CQS) method set out in the Procurement Regulations.
