Muhammad Amin Tokhi, son of Muhammad Hafiz was born in 6 Jadi 1361 (1980) in a religious family in Taliqan City of Takhar Province. He took basic Islamic education in a mosque and completed elementary education in Sayed Abdul Rahman Shahid School and higher education at Abo Osman Taliqani High School. In 2000, he completed High School and enrolled university in 2001 in Laws and Political Science Faculty of Balkh University and graduated in 2005 from Diplomacy Department. He did his MBA distance with two majors – Public Administration and International Trade. He completed his second master’s degree in International Relations at Kardan University. After graduation from Balkh University in 2006, he was appointed as Admin and Finance Officer (grade 4) at ICT Department for Takhar Governor Office through an open process. In addition, he worked as a contract lecturer for Shari’a Laws Faculty, Takhar University 2006-2009. He started working for Independent Directorate of Local Governance (IDLG) as Provincial Strategic Planning Specialist through ASGP/UNDP in provinces of Takhar, Balkh and Bamyan to develop provincial strategic plans. In 2011, he was appointed as deputy governor for Kunar Province through Presidential Decree, and subsequently, in 2013 he was shifted to the same position for Ghor Province through Presidential Decree and IDLG’s competence. In 2015, he was switched to Herat as Deputy Governor for Herat, but he was assigned as Revenue, Accounting and Admin Director for IDLG through CBR and following Presidential Decree. He still works for the same position. He fluently speaks Dari and Pashto and is familiar with English and equipped with computer skills. He has a rich background in local governance and management. He has also participated in tens of training courses in and out of the country and achieved many appreciation letters for his accomplishments.
