Introduction to the IDLG:

The Independent Directorate of Local Governance (IDLG) was established in August 2007 pursuant to a decree by the President of the Islamic Republic of Afghanistan, with the mandate of transferring civilian responsibilities of the then Ministry of Interior (MoI) to an independent entity.  Furthermore, in accordance with the Presidential decree, the responsibility of supporting the Provincial Councils was delegated to IDLG, which was then also designated as the only entity responsible in Afghanistan for local governance. IDLG was established for the purpose of strengthening good governance, provision of services, consolidating stability, accountability and transparency at sub-national levels through strong and capable sub-national government administrations. The core mandate of the IDLG includes:

Improving local governance to ensure access to development, stability and security;
Providing good governance in the local level; and
Supporting local administration and ensuring public participation in the decision making process.

The mandate of the IDLG has then been divided into 4 core areas:

Policymaking: developing sub-national governance policy and revision of laws, regulations and bylaws in accordance with this policy;
Institutional development: supporting institutions, capacity building and supporting sub- national administrations;
Inclusive Governance: supporting participation of stakeholders and citizens in the sub-national governance processes;
Supporting: facilitating implementation of national programs through sub-national governance entities.

The IDLG is headed by a General Director, of equivalent rank as a Minister. He/she is supported by Directorates of Staff, Information and Public Awareness, Monitoring and Evaluation, and Internal Audit. The IDLG is then divided into the 3 Deputy Ministries of Municipalities (DMM), Administration and Finance (DAF), and Policy (DMP).

Introduction to CIP:

CIP aims to improve the sustainability and livability of nine regionally balanced Provincial Capital Cities (PCCs). Effective since February 2019, CIP supports the rehabilitation of municipal infrastructure, Covid-19 recovery efforts, and the introduction of improved municipal finance and management systems.

Component 1 of the project covers the rehabilitation of municipal infrastructure, supporting both longer-term Priority Projects and labor-intensive Emergency Projects designed in response to Covid-19. Component 2 seeks to build municipal capacity for improved Own Source Revenue (OSR) collection and design a system for performance-based fiscal allocations. Component 3 involves improving the municipal management framework, covering a unified Municipal Chart of Accounts and a municipal-level automated AFMIS as well as tools for improved municipal budgetary planning and reporting. The total project cost is $35 million.

CIP uses a Series of Projects (SOP) design. SOP I is currently being implemented over five years in Herat, Jalalabad, Kandahar, Khost, and Mazar-e-Sharif. SOP II will be implemented for five additional years and provide financing for four additional cities. This approach enables gradual expansion in geographical scope and institutional performance over time. 

Job Description:

Scope of Work, Key Roles and Responsibilities of the Position

The PD will lead the PIU, manage PIU staff, be responsible for overall project implementation, and oversee day-to-day operations. The PD will report directly to the Head of IDLG/DMM and work closely with the relevant IDLG Deputy Ministers and their Department staff. The PD will ensure compliance with CIP’s design as reflected in the Project Appraisal Document (PAD) and the Legal Agreement.


Summary of Key Functions:

Program Delivery:

The incumbent will be responsible for managing program delivery. This includes, but is not limited to, the following areas:

Develop, coordinate, and execute project implementation plans along agreed timelines, ensuring the proper sequencing of activities
Oversee and support all aspects of project implementation, including procurement, safeguards, financial management, human resources, and monitoring and evaluation
Identify and mitigate risks along the project life cycle
Manage staff, determining roles and responsibilities and devising suitable project management arrangements
Ensure that the recruitment, selection, and procurement processes of all international and national staff and consultants strictly follow the principles of good project governance in being, transparent, accountable, effective as well as compliant with World Bank requirements
Regularly liaise with all relevant stakeholders, including the IDLG/ DMM, the Ministry of Urban Development and Land (MUDL), and the Ministry of Finance (MOF)
Produce and maintain relevant and comprehensive project documentation in order to report on the progress of all program components, outputs, and results. This includes Quarterly Reports, Statements of Expenditure, the Mid-Term Review Report, an up-to-date Procurement Plan, etc.
Ensure that records are adequately maintained via an electronic filing system
Conduct quality assurance of all final deliverables
Lead field missions to provincial municipalities to oversee program implementation
Monitor and evaluate project performance as set out in the project’s Results Framework
Ensure that the program delivers quality results within the specified timeframes and within the allocated budget

Technical Support

The incumbent will provide technical support to PIU staff. This includes, but is not limited to, the following areas:

Technical support for budgeting, implementation and procurement, assets management, accounting and financial reporting, monitoring and evaluation.  
Technical support for preparation of all International and National Experts and Consultant Terms of Reference in close consultations with World Bank technical team and experts.
Support the establishment of monitoring frameworks and provision of continuous results based management at all levels of the program to ensure technical backstopping and regularly monitoring of progress towards the identified program indicators
Support the preparation and collation of results for preparation of regular quarterly program progress reports for discussion at the Program Steering Committee

Job Requirements:

Key Required Skills Experience and Qualification:


Master’s degree in International Development, Project Management, Public Administration, Public Policy, Urban Development, Engineering, Engineering Management or equivalent of these disciplines.


Minimum 10 years, of which at least 3 years should be in leading development projects in the capacity of project manager/director.
Experience in developing public policies and strategies, identifying organizational priorities, and effectively managing human, financial and other resources in a complex institutional setting
Experience in municipal infrastructure project design, municipal finance, municipal management, project implementation and monitoring is a plus

Language Requirements:

Fluency in written and spoken English, Pashto and Dari. 

Contract Period, Reporting and Remuneration:

The Project Director will report to the Deputy Minister of Municipalities
The Project Director  will be engaged on a one-year- renewable  contract, of which the first three months would be a probationary period. 

The Project Director  will be compensated in accordance with the National Technical Assistance (NTA- Grad A), based on level of education experience and performance.
