Background:

Afghanistan’s National Unity Government (NUG) has listed urban development as one of the key factors in its Reform Programme Realizing Self-Reliance: Reform and Renewed Partnership of 20 November 2014: Cities should become the drivers for economic development, and citizen-based governance needs to be strengthened to rebuild trust between citizens and the state.  The Deputy Ministry of Municipalities (DMM) of the Independent Directorate of Local Governance (IDLG) as the government agency tasked to oversee, manage and regulate the affairs of all municipalities of Afghanistan, with the exception of Kabul, is responding to this challenge with a concept note for a National Urban Solidarity Programme (NUSP) which combines legal and administrative reforms aimed at municipal revenue enhancement, improved service delivery and increased citizen participation in municipal affairs with a quick-impact component designed to support economic development at the community level in particular in poor urban neighbourhoods. The Urban Community Development Councils created in the course of this programme will enable the government to implement the envisioned Citizens’ Charter in urban communities and funded by the World Bank, Afghanistan Reconstruction Trust Fund (ARTF). The program’s purpose is to achieve urban poverty reduction and to establish the mechanisms for well managed and sustainable urbanization, through appropriate urban development and municipal governance actions to be developed through the program.

 

Description of the Post:

  • ·       Establish and maintain unit development assets declaration, registration and verification mechanism.
  • ·       Maintain efficient and effective asset management procedures for the recording, monitoring and reporting of all classes, categories and types of assets.
  • ·       Regularly report on classes, categories, and types of assets to users to meet their requirements.
  • ·       Physically inspect asset registers to ensure data is reliable, accurate and complete.
  • ·       Provide policy advices assets management and properly disposal services to the government to help it achieve its objectives.
  • ·       Provide information and advices to the PIU Director/Operations Director and DMM office, on legislation and regulations required to manage and dispose of assets.
  • ·       Maintain and distribute a manual on the minimum policies and procedures for the management of assets generally and for specific classes, categories, and types of assets.
  • ·       Prepare timely asset management reports
  • ·       Provide asset/inventory report at the end of each month and when required
  • ·       Execute warning measures when early warning indicators exists for the assets
  • ·       Assist with the technical team in developing specification of the asset when requested by the procurement department and subsequent authorization of the line manager,
  • ·        Prepare weekly reports to record site conditions; progress and quality of work.
  • ·       Ensure the agreed maintenance and capital expenditure programs are carried out as planned within approved budgets in close coordination with finance and procurement units
  • ·       Take appropriate actions to ensure that the managing agents and office employees meet their contractual obligations regarding asset maintenance
  • ·       Prepare and present reports and make recommendations through your supervisor to the management regarding better safeguard and maintenance of organizational assets in the center and in the provinces
  • ·       Prepare and provide all necessary information to the direct line manager regarding asset maintenance
  • ·       Maintain and keep the record of all assets purchased under CCAP project
  • ·       Tagging of all assets purchased under the CCAP project.
  • ·       Keep record of the assets receipt notes by the custodians of the assets.
  • ·       Provide the report on the condition, replacement, and maintenance requirements of each classes, categories, and types of assets.
  • ·       Provide asset management services such as advice to PIU Director/Operations Director and DMM office, on assessing assets conditions and cost and replacement also update the management on the damage/lost assets.
  • Any other related task assigned by the line manager.

Education, Experience and Required Skills

  • ·        Bachelor’s degree with five years of work experience in Asset Management and/or Administrative.

     
    • Language requirements: Fluency in English, Dari and/or Pashtu

    ·        Computer programs (Windows and Office package)

    ·        Proven qualities in team work and ability to work harmoniously with government partners, community and civil society.
