Afghanistan’s National Unity Government (NUG) has listed urban development as one of the key factors in its Reform Programme Realizing Self-Reliance: Reform and Renewed Partnership of 20 November 2014: Cities should become the drivers for economic development, and citizen-based governance needs to be strengthened to rebuild trust between citizens and the state.  The Deputy Ministry of Municipalities (DMM) of the Independent Directorate of Local Governance (IDLG) as the government agency tasked to oversee, manage and regulate the affairs of all municipalities of Afghanistan, with the exception of Kabul, is responding to this challenge with a concept note for a National Urban Solidarity Programme (NUSP) which combines legal and administrative reforms aimed at municipal revenue enhancement, improved service delivery and increased citizen participation in municipal affairs with a quick-impact component designed to support economic development at the community level in particular in poor urban neighbourhoods. The Urban Community Development Councils created in the course of this programme will enable the government to implement the envisioned Citizens’ Charter in urban communities and funded by the World Bank, Afghanistan Reconstruction Trust Fund (ARTF). The program’s purpose is to achieve urban poverty reduction and to establish the mechanisms for well managed and sustainable urbanization, through appropriate urban development and municipal governance actions to be developed through the program.


Description of the Post:

  • Be the guardians of IDLG/ HR policies and ensure the policies are adhered to in practice and spirits
  • Establish and manage a data base for the existing and newly-recruited staff
  • Prepare notices and advertisements for vacant staff positions.
  • Participate in applicant interviews on regular basis if any.
  • Assist in the overall recruitment process including short-listing of candidates, call for interview and support the recruitment panel during the selection.
  • Ensure gender equity, staff diversity, transparency and adherence to IDLG recruitment protocol in all DMM – Urban CC recruitments
  • Arrange employment contracts (short-term and long term).
  • Provide orientations programs/ training for employees
  • Provide advice and recommendations on disciplinary actions.
  • Assistance to all staff and supervisors on human resource and other related issues to Develop and implement a human resources plan and personnel management
  • Develops HR reports and providing an analysis of HR information for the HR Unit Head.
  • Provides HR staff with direction and training.
  • Develops and maintains effective recruitment toolkits, policies and procedures.
  • Ensures advertising meets all legal requirements and accurately describes the position and positively reflects IDLG/DMM/CCNPP core values.
  • Provides backup support for the Human Resources Head in the administration of the recruitment process.
  • Provides appropriate and effective advice and assistance to managers and team leaders regarding selection processes and recruitment best practice.
  • Ensures that employment offers and agreements are accurate and produced within agreed timeframes.
  • Advises and assists managers on any employment relations issues.
  • Undertakes exit interviews.
  • Advises and assists managers on any employment relations issues.
  • Provides managers with advice and assistance when dealing with organizational change.
  • Set goals based on analysis of manpower supply and demand to alleviate the problem and provide benchmark for determining the relative success or provide specific operation plan to achieve the results;
  • Implement program to make sure that planned activities are achieved within specified time;
  • To search, select and interview all new positions, and liaise with department heads for a successful recruitment.

Education, Experience and Required Skills

  • Bachelor’s degree in HRM, or related field

            five years of work experience in HRM and Administrative.

  • Language requirements: Fluency in English, Dari and/or Pashtu
  • Computer programs (Windows and Office package)
  • Proven qualities in team work and ability to work harmoniously with government partners, community and civil society.
